Drug debt triggered 2019 Vermont homicide, court documents say

BARTON, Vt. (WCAX) – A 2019 homicide in the Northeast Kingdom stemmed from a drug debt but the alleged killer may have had the wrong man– that’s according to court documents.

Vermont State Police said Brownswell Cedano, 29, of Hartford, Connecticut, faces a charge of second-degree murder in the death of Richard Poginy, 37, of Glover.

Poginy died a week after a minor car crash in Barton on Nov. 2, 2019, but police said his injuries didn’t match the crash.

According to court paperwork, investigators interviewed a number of people with knowledge of the case and learned it stemmed from a drug debt.

Records reveal Cedano assaulted Poginy, which police say ultimately led to Poginy’s death.

But while the assault was over a drug debt, it’s unclear if Poginy was the intended victim.

Cedano is already serving time in Pennsylvania on a federal drug charge and is expected to be returned to Vermont to face the murder charge.
