“Ghost Gun” bill passes without Gov. Scott's signature

MONTPELIER, Vt. (WCAX) – Governor Phil Scott allows the so-called ghost guns bill to become law without his signature.

The bill prohibits the possession and transfer of unregulated and un-serialized guns, and it establishes a process for federal firearms dealers to print serial numbers on guns.

Scott says he agrees that firearms should be serialized, but did not sign it due to concerns over the practical impacts and enforceability. He also says the legislature should focus on bills that would lower crime trends, saying this bill is unlikely to impact violent crime.
